Are there any cities that don't have an NFL franchise but deserve one? Fresh fom Reddit

Since LA is not getting an NFL team this year, are there any cities in the US/Canada/UK that deserve one? I always hear the LA rumors but I know there has to be some other city or area that deserves one.
